Microsoft tried to tie Vista to a machine by allowing one transfer from the original and then that was it. Needless to say there are a lot of folks that like to upgrade their machines and as soon as they changed motherboards this would wipe out that transfer. The outcry forced Microsoft back to its senses..but don’t think this is done. MS will try this again.
